who is John Citizen?

My human sometimes shows me official forms and the pamphlets that explain what they are and how to fill them in and I've noticed that a lot of them get John Citizen to fill in an example.

Poor John Citizen. Everybody knows where he lives, how old he is etc.

There is now even a picture of him.
